A call is an enforceable demand by owners of senior water rights for delivery of the water they are entitled to under a system of prior appropriation water rights. If it is not physically possible to deliver water to a downstream senior appropriator due to drought or a dried up river bed, the call will be considered a "futile call" and not honored.

A priority call made after a sustained pattern of not enforcing priority may be quite disruptive to junior appropriators who have become dependent on lack of enforcement.[1][2]
