The Chesapeake Bay is a large bay on the eastern coast of North America. The Susquehanna and Potomac rivers are major tributaries. Pollution of the bay, a traditional rich habitat for oysters, remained a problem in 2007. The bay is monitored by the Chesapeake Bay Program which reported general ecological damage to the bay, noting particularly loss of submerged aquatic vegetation (SAV), called locally, "bay grasses". One of the sources was runoff from manure on pastures in Lancaster County, Pennsylvania. A "pollution credit" program is proposed by Pennsylvania. [1]
