A downstream region is an area in the lower reaches of a stream trasporting surface water which originates upstream in a headwaters region. For example, a substantial portion of the waters of the Nile, historically used in Egypt, originate in Ethiopia. There may be treaties or interstate compacts which apportion the use of the waters of such streams.
