Wise use of water includes consideration of the impact of water withdrawals and pollution on the environment, particularly on wetlands, stream flow, and water quality. In any system, particularly a market system, which allocates water based on economic return, there is a need to appropriately value environmental uses and concerns. This is a work in progress.
