In the United States, regulation is handled at a variety of levels with the most far-reaching standards being set at the Federal level. As a rule, regulations made at lower levels may on occasion exceed Federal Standards, but must at the least meet Federal standards. At the State level, regulation is as much about future use, as it is about present use. As such there is a fair amount future planning and resource management going on as well.
